Evaluate a population health project


Application

This unit describes the skills and knowledge required to evaluate a population health project against an existing project plan.

This unit applies to work in a public health context and workers at this level will demonstrate judgement and autonomy within defined guidelines. Workers may be responsible for overseeing the outputs of others.

The skills in this unit must be applied in accordance with Commonwealth and State/Territory legislation, Australian/New Zealand standards and industry codes of practice.

Performance Criteria specify the level of performance needed to demonstrate achievement of the Element.

1. Monitor the performance of a population health project

1.1 Monitor project activities to ensure they are being delivered in accordance with project plan

1.2 Regularly review results of monitoring to allow any problems and opportunities to be addressed

2. Evaluate a population health project

2.1 Collect data to measure achievement of project goals and objectives as outlined in the project evaluation plan

2.2 Interpret data to identify findings in relation to project outcomes

3. Report on the outcome of a population health project

3.1 Identify evaluation report purpose, content and format requirements from the project evaluation plan

3.2 Prepare report on the findings of the evaluation process

3.3 Disseminate report to stakeholders in accordance with the project plan

Evidence of Performance

The candidate must show evidence of the ability to complete tasks outlined in the elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the job role. There must be demonstrated evidence that the candidate has:

conducted an evaluation of at least 2 population health projects against existing project plans, including documenting and disseminating an evaluation report in accordance with project plan.


Evidence of Knowledge

The candidate must be able to demonstrate essential knowledge required to effectively complete tasks outlined in the elements and performance criteria of this unit, manage tasks and manage contingencies in the context of the work role. This includes knowledge of:

legal and organisation requirements relating to evaluating a population health project, including:

equity issues in population health

evidence-based practice

social change and advocacy processes

relevant international charters and/or declarations and documents

national, State/Territory and local health policies, goals, targets and priorities

organisation standards, policies and procedures, including scope of own role and responsibilities

project management aspects, including:

overview of the stages in population health project planning and evaluation

evaluation measures and design

quality assurance

appropriate reporting formats

different levels of evaluation, including:

process evaluation

impact evaluation

outcome evaluation.


Assessment Conditions

Skills must have been demonstrated in the workplace or in a simulated environment that reflects workplace conditions. The following conditions must be met for this unit:

use of suitable facilities, equipment and resources, including project plan and project evaluation plan

modelling of standard industry operating conditions and contingencies.

Assessors must satisfy the Standards for Registered Training Organisations (RTOs) 2015/AQTF mandatory competency requirements for assessors.
